The Roofs of St.Petersburg

Three centuries ago Peter the Great chose a plain marshland in the mouth of the river Neva to found a new capital of Russia. It was he, who drew and approved architectural plans. Later the decree, which forbade to build constructions higher than a cornice of the Winter Palace was, was issued. This was a way the appearance of the classical Saint-Petersburg was composed, a city of a geometrical layout and no more than four or five-storey houses.
